Overview of the General Appropriations Act: Components, Meaning, Purpose

This training will provide a comprehensive understanding of how to read, understand, and operate with the General Appropriations Act (GAA) and supplemental appropriations bills. The form and content of the GAA have specific legal meaning and purpose: developing a facility in reading and interpreting the GAA is critical to successfully operating in the Texas budget system. The training will also include key related documents.

Objectives: 
1. Comprehensive understanding of the elements and structure of the General Appropriations Act. 
2. Learn how to read and interpret budget riders and special provisions.
3. Understand the role of performance measures, the capital budget rider, and other universal elements in the GAA.
4. Understand key elements of the GAA beyond your own agency’s bill pattern (budget).
